Can't even see the top of the culvert, because of the dirt. Because over is completely covered and doesn't flow any water and my French drains are backing up into my garage and my back porch. My garage and back porch gets flooded every time even a minor rain comes, if the city doesn't deal with their obligations I will be forced to take civil action. My belongings are being ruined my house is being ruined and all the city needs to do is dig out the ditches that I've been asking to be done for several years now. Please respond
