I put in a work order requesting No Camping signs be posted, and they came back saying they can't put signs because it is against the homeless peoples civil liberties. And they can't exclude them from an area. They said it was a TXDOT issue.

It's ridiculous. I can't walk to the grocery store with my wife and kids without going through an unsanitary encampment, where men are openly urinating on the walls and sidewalk. This is a public health issue, and needs to be dealt with. I know there is no easy answer, but chasing them off once a month is not enough.

Does this violate loitering laws?

I wonder if it would help to contact Houston's Council for the Homeless...
