There are a lot of homeless encampments near the JLS area that neighbors have been commenting on. This looks like a small one.

don't think anyone lives in this one, just a lot of soiled items left neglected. have not seen anyone under or near this pile.

Please note, no one is living at this site anymore. The gentleman that was here was transferred to the hospital for care. He's since been released, but will hopefully get into a long term situation soon. He is not back at this spot. This is, as Suzanne mentioned, soiled debris that needs to be removed. Oakland Public Works, please clear the debris. It's blocking the sidewalk.
