Vote x1000! You have no idea how many times I have already complained about this. Unfortunately, the University has a capital project going until November 2016. And guess who owns the land under the trail there...
Every once in a while complaints result in the gravel getting smoothed out, though. Fingers crossed.

It'd be well worth someone caring. I just popped a tire crossing gravel the other night, and that experience now has me wanting to avoid this route altogether. Hope there is a fix, kinda sad to hear that it's a constant problem, but perhaps it needs to be brought to the U of M too?
