I went ahead and reported the graffiti vandalism on the Union Pacific Railway Signal Shed (DOT# 749-715U) to the Union Pacific Police Dispatch (888-877-7267) in Nebraska.

5/26/16 update: Union Pacific Railroad has repainted their signal shed and concrete blocks.
