Ms. Carlson, I'm confused. Whenever I report a wire down to Alameda Municipal Power, they simply close it, because the wires never end up being electrical wires. Therefore, I assumed that if I classify it as Public Works, that it would go to the correct person that has the responsibility for identifying whether the wire belongs to AT&T or Comcast, so that they can subsequently report it to the correct company, and track that it was addressed appropriately.
To assist you in your question, AMP goes out to all reported wires that are cut or may be a hazard etc, if we determine the wires are not amps's we suggest the customer calls the cable or phone company to address . They should not go to public works, they are property of the cable TV or phone company. AMP wants all wire calls to go to 911 or Alameda municipal power's emergency phone number for immediate action. Please do not use Click fix to report a wire that is down, low or tangled. AMP Closes out click fix reports of wires that are not the property of AMP. Thank you.

Also, if the police department is not able to determine which customer the downed telephone or cable wire belongs to, whom should I tell them has the responsibility for notifying AT&T or Comcast?
Normally the public is not required to determine if the line down is cable, Tv, or electrical, We must assume that it may be electrical therefore it is a hazard. APD has a direct line to us here at the AMP Electrical Control center and we dialog together between AFD and APD to ensure safety for all. Calling 911 or the Alameda municipal power emergency number is the way to go for any line in question. AMP always provides and makes safety the number one goal. As for explaining to any official why you are calling, any wire that is unknown may be an electrical hazard and should be reported in the real time format due to safety for all. If the police or other qualified individual determine that that the downed line belongs to AT&T or Comcast, whose responsibility does it become to contact AT&T or Comcast, if they are unable to determine which customer the wire belongs to? Since it is not the responsibility of Alameda Municipal Power, nor that of Public Works to contact AT&T or Comcast, then responsibility must fall upon someone. Therefore, do I tell the police that it is their responsibility, or is it my responsibility since I saw it first?
