This intersection is often congested with eastbound traffic lining up to turn left into the school. The left-turn lane backs up into the left travel lane, and at that point the right lane is right-turn-only. This leaves thru traffic stuck behind turning traffic while the right lane goes unused. Sometimes vehicles (including Henrico Police) choose to ignore the right-turn-only restriction and use it as a thru lane, creating an inconsistent and potentially dangerous pattern for other traffic passing through the area.

Converting the right-turn-only lane at Shane Rd. to an open travel lane would remove this congestion and confusion. It seems unlikely that the volume of traffic turning on to Shane Rd. warrants a dedicated turn lane in any case.
