This bikeway is still under construction, with the meters are set to be moved this or next week, and some of the curbside bus stops (like the one pictured here) will be moved as well. Regardless, it is always illegal to park in and block a bike lane or bus stop, both of which are now along the curb on Telegraph from 20th to 29th Streets. It will likely take some time for folks to adjust to the floating parking, so it's best to be patient for the time being and perhaps help out as an outreach volunteer: https://bikeeastbay.org/telegraph-signup.
Obviously you aren't from around here. The city of Oakland isn't always the best at being proactive. So letting them know there is an issue is the best way to go. Stay in the bike lane and out of the street unless you want to pay the DMV for bike registration and help pay for the streets.

I have worked on the Telegraph Ave bikeway project over the past several years regarding both community outreach and design, and am continuing to provide input on future phases which will extend the bikeway north toward Berkeley. I appreciate you reporting this issue, but thought that you might be interested in hearing that there are already plans to move the parking meters, per your suggestion.
They moderated my comment. I guess the city of Oakland doesn't like the truth or free speech if it makes them look bad. But the city of Oakland does that all by themselves nobody needs to help them.
But at least we have an awesome new bike lane, less parking and a bus that is supposedly one minute faster. I wonder what that cost? I guess you guys couldn't convince International Blvd to put a bike lane in?
The current phase of the Telegraph Ave project is paint only, coordinated with an existing paving project to keep the cost minimal. More expensive curb work coming in a later phase, much of it to improve pedestrian safety, is being paid for by grants secured from the state.
International Blvd is getting bike lanes along much of its length in East Oakland in conjunction with the Bus Rapid Transit project being installed between 2016-2017.
In both the Telegraph and International projects Bike East Bay compelled Oakland and AC Transit staff to bring back some of the car parking spots that were removed unnecessarily via the original design plans, so as to minimize the impact on local businesses.
Just standing here watching no bikes using the bike lane and tons of cars in traffic unable to turn left as bikers ride their bikes to use the cross walk illegally. To cross the street. I guess the bike lane only works when bikers follow the law. Counting at least 30 cars and 3 bikers at the 27th st. & telegraph intersection. What a waste of money!
Looks like people still don't understand that they can't park here because the city still hasn't removed the old parking meters. Go figure huh Robert Prinz?
I still can't get over how you said just remember it's illegal to park in a bike lane. ????? This is Oakland pal. Not only do people here not give a #$&@ about breaking rules or laws but there's no one to enforce those rules or laws so ride your bike around those cars. By the way I counted two bikes coming down telegraph during rush hour. Sweet deal!!!
