Hard to tell if this is a matter for the police or a therapist.

Actually, if you look in google maps street view, you can see that there used to be a yellow line that only made it one lane (street view shows from 2009-2014). The line has faded over time and cones are used to block it out. Perhaps it is time the city repaints those yellow lines.

Who knows if that yellow line still applies or if it was allowed to fade on purpose. Film at 11:00.

The City of Newton has resolved this issue.
