Around 6:40 PM, the southbound lanes of New hope Road had a red light when the northbound lanes have a green light. There was no demand for any of the turn lanes that would have triggered a protected turn stopping southbound traffic. The only traffic stopped on the loops other than the southbound lanes were the westbound lanes of Rogers, which were also waiting to turn onto the southbound lanes of new Hope Road.
