First, since you said there are signs saying no parking by order of Fire Marshall, I'd try calling their office first to see if they will tow it or refer you to the right people. If not, report it to the UDPD as an abandoned vehicle and they should send a tow truck. You are quite patient as I would not have waited 3 months. Post results, TY.
