There is a crosswalk on River Street between Douw St amd Ingalls. Cars and other vehicles
do not stop so walkers can cross the street

That's True! Why the heck is there a crosswalk in the middle of a block? Especially when there's a crosswalk on either end of the block already? Of course drivers aren't stopping... they're not expecting a crosswalk in the middle of a block. Someone needs to get rid of that errantly placed sidewalk before a pedestrian gets killed.
