Can you change the intersection traffic light at Haynes Bridge and Academy to flashing red on Haynes Bridge and flashing yellow on Academy after 9:00pm until 6:00am (or their about)?

I have sat at the Haynes Bridge left turn lane for extensive lengths of time without a single car approaching from either direction on Academy Street.

This may be a nice consideration on many of the secondary streets in the downtown area during later evening hours. Many of our secondary signal streets go quite after rush hour yet you find yourself waiting and waiting being the only car in the surrounding area. In the past, when a simple octagonal red stop sign would exist at some of these similar intersections you would have just worked your way through the intersection as required and be on your way.
