Is this the best way to spend our tax dollars? The bypass was there long before the houses. Our infrastructure is in desperate need of repair. Shouldn't we be widening roads or repairing bridges instead?

I thought if the road was there BEFORE the home and if the residents want a sound barrier THEY pay for it...since when is West Chester the exception????
