Residents have put out garbage and trash for last 3 weeks into enclosed area. They DO NOT put it out for the trashmen to pick up. Garbage and trash now overflowing enclosure and lots in street. Animals getting into it and dragging some around area. Racoons seen in trash at night plus cats, etc. There is also a TV next to house that has sat out in rain, snow, etc for over 4 weeks.
