Because Oakland doesn't want to rock the boat with advocates. This is a health and safety issue. They have taken over most of the parks, so no kids can play, and no one can enjoy them. Until the city faces the truth, this is going to continue. Millions spent on lake Merritt and the homeless are allowed to live there, throw crap in the lake, etc. Oakland is out of control.
