How come industrial neighborhoods have more trash in the street maybe the system of payment for trash pick up needs to be changed. I Paris we never have this problem.

@Robert, this problem is very complicated given the expensive trash service, the homeless who don't have/want an address, trash collectors who will only service those with an address, the fact that the tenants of the building shouldn't have to bear the burden of people's personal trash because they happen to park next to the building, etc. It's such an odd and out of touch comment you made.

How bout Oakland enforcing the laws for everyone, including the homeless. Its against the law to live on a public street in an RV. Its illegal to sit, lie on a public sidewalk, its illegal to dump. Why are the homeless allowed to keep breaking the laws just because they're homeless. If Oakland keeps allowing this, they might as well make a route to pick up trash at encampments on a regular basis without having to call them every single day. Other cities don't even come close to the crap in this city.
