It breaks my heart to walk on to my jobsite everyday, and see this poor dog left outside all day and night. In the rain, in the sweltering heat on a very short chain. If you cannot take care of a dog, DO NOT get one. Bylaw drives by quite often to check on the condition of the alley behind the church and do nothing.
