Yelling is needed to get City Hall / CT DOT's attention sometimes... yelling is what *I* do when I'm stopped at some of these lights, including this one. The one on Chestnut Street (adjacent to the Big Y center) is the one I find totally useless. Stupid to have a light used only for cars leaving church once or twice a week or the occasional tractor trailer. And it's not unheard of to get stuck at both of the double lights. They should make that one way road go the OTHER way.
I might also recommend reporting this to the state - doesn't hurt. But from what I've seen, SeeClickFIx is a nice idea that doesn't work, at least not for these types of issues...

i am confused is the OP is saying the light is NOW flashing and it was a great idea or it should be flashing and that WOULD be a great idea.
I agree. I chuckle as I have lived in Ansonia 20 years and every time I approach that signal from Big Y is always turns red as if it sees me coming. LOL Of course, usually no traffic is waiting to cross the intersection so I sit there maybe with another car or two waiting and waiting for another green.
