Hi Mary, you need to call the City of Tucson graffiti removal program to discuss your complaint at (520) 792-2489. https://www.tucsonaz.gov/graffiti The City may be having trouble getting in touch with the property owner to discuss if they were in the fact the ones who tagged their own wall as "free speech" or really what is going on with this strange tagging. If in fact it was the owner of the property that did this (which it probably wasn't but who knows until they are contacted) then by free speech they are allowed to tag their own property. I had a big argument with City of Tucson Code Enforcement with a situation just like this a few months ago because I was upset with an inappropriate tagging...come to find out the owner of the property was allowed to keep the tagging because they were the ones that spray painted the message on their own property. Lots of legal stuff to consider even though the majority of us would probably agree that a message like this isn't very acceptable when it comes to promoting a safe, welcoming neighborhood with families and children walking by it everyday. You can also report this to code enforcement at https://www.tucsonaz.gov/pdsd/code-enforcement-violation-report and they will inspect as well. Best of luck to you in finding a resolution to this issue.
Mary, another important thing is to provide an exact, correct address as well. As ridiculous as it sounds, from my experiences the City will blatantly ignore violations reported at the incorrect address even if they observe the violation (in this case suspected graffiti) I have attached a photo of the house I think you are trying to report. If this is the house the graffiti is on, then you need to report to all City departments the address of 5075 E COOPER ST
