Reeking garbage bags and cans outside the hair salon at 29th & Poplar all day every day. Litter, including hair-weave, food & food containers, all over sidewalk. Rodents & raccoons seem pleased but neighbors are not. Owners have literally changed address on building to read "891 Poplar" instead of "891 N. 29th" which confuses city agencies who refuse to address problem.
