Illicit discharge. There is a white foam running down the gutter of Ascot Drive and chelton drive. It enters a storm drain inlet on Ascot just above Scout Road. Probably some one had their easing machined drain plumbed to the storm drain or into the gutter. Needs to be investigated to find source
