hey there I have had a few experiences with abandoned vehicles where I live, if you live in the neighborhood and you observe vehicles that have been there for more than 3 days (72hours) report it in.
Its one of those things where you have to be proactive about reporting it as well as following up if nothing has been done. I do it in my neighborhood. Obviously the hard part would be determining if its your neighbors car or not, but all you can do is try and knock on a couple of doors of your neighbors if you don't know them- and ask around. Its fair game after that, by law if its there for more than 72hours report it and get it towed away. Don't rely on others to be proactive, otherwise people will think its okay to leave it abandoned in the neighborhood. Important thing is to follow up, yeah its a hassle sometimes if you don't see immediate results but definitely follow up and let the appropriate people know your reported a vehicle abandoned and something needs to be done about it.

We have had the cars towed multiple times and they just get more cars and bring them over.
On top of that, when City of Oakland comes around, they get warned about it and they move there stuff into the Caltrans area over the fence under the freeway and then move it back after they have "cleaned" up the area. Unless they are evicted by Caltran's and City of Oakland at the same time it is just a game.
Hopefully the rains will come and make it less desirable.
