I don't know how to classify this, so I put it under light out. All the parking space lines and numbers have been painted black. The payment machines are covered in black. People are still parking here, is it legal or not???? Where is the communication? I called City Hall Friday, believe it or not, they have NO CLUE where Hillsborough Street is. What's going on???
