Construction began on Church Street last night at 9pm. It continued with flood lights and jackhammers throughout the entire night. It looks like they must have a permit but zone BD-1 is mixed commercial and residential. Who is issuing permits to do incredibly loud construction beginning Sunday night and going into Monday morning?

I think this is pretty much a case of the corporate bully (UI) getting away with whatever they are able to (and everyone acts powerless to stop them).
Last night I leave 900 Chapel, and I cross at the walk timer headed south, I make a right turn, and head in the direction of Chapel and Center. I get down to the T Mobile, and I walk right into construction. I then head back towards the Green, where I am met by a dizzy UI dolt and I ask him "how do I get around this mess?". He giggles, and points me to a rope walk (unmarked). I then proceed down the rope walk about halfway and tell several seeming supervisory types that they need a sign at the top of the rope walk. One of them gives me lip (Typical UI) . I then walk down to the intersection of Church and Center and tell this to a police officer. He says to me "there should be a man there" I said "If he is there, he is of no help" . He thanks me and says he'll take care of it (and he sticks his partner at the top of the walk). Good for him and the fact that (for once) something right is done in New Haven.
