I believe this would be a police issue with regards to abandoned property. This is located on public property and there is no way for me to issue a citation to an owner of this property due to being unable to verify who actually owns the bike. I will forward this issue to the community affairs officer for our district to see if he can tag the bike then have it removed if the owner does not remove it themselves.
