If the watershed is being polluted it can be reported anonymously, if you so choose, to the California Department of Fish & Game's CalTIP hotline: 888 334-2258. Depending on the outcome of the investigation, you may even be eligible for a reward.

I have reported to the Fish and Game, to Public Works, to EBMUD, to EBRPD, all to no avail. The water is still being dumped - both chlorinated and salt (their hot tub is chlorinated and the swimming pool is salted). The water goes down manzanita, where it has cut a deep channel that has degraded the roadbed. Some of the water is captured in a storm drain, but most of it flows into Huckleberry Regional, where it goes into the creek at the bottom of the valley. They are also dumping water out of the back of their club directly into Huckleberry.
The road side needs to be repaired. The Hills Club should be charged for this repair, and they should
