Update from the Codes Compliance Department: if the tree trimming debris was placed on your property without your authorization, then you would need to contact the SPPD by calling the non-emergency number to report illegal dumping. Codes can only issue a citation for trash/debris to the property owner where the debris is located currently, and if those items are moved to the curb/alley for collection by the Sanitation Department, there would be a charge for brush removal. The placement of the brush on your property is a civil matter and would need to be addressed as such by either contacting law enforcement or an attorney.
