Attached to the 4th Black Street Light down from the corner of Belvedere and Cary is a Black Tomos Scooter with a white helmet. The mileage is 1688.6. It has been reported by Chilis management that it has been there awhile and cobwebs have settled onto it. It should be removed.

6/18/2012 – Thank you so much for sharing your very important concern with the City of Richmond government. This situation with the moped locked/attached to the traffic signal for a long time needing removal has been formally reported to Richmond Traffic Signal Management (Request #20020847676) so that proper inspection and handling can take place accordingly.
