Per our Field Services Superintendent: It is assumed that the pavement may have been rolled/vibrated when the asphalt was cool, or may have been where truck loads changed, or a drag in the paving screed at this location, therefore giving it the rough texture. The crack could be the edge of a patch under the road reflecting through the topping. This location will be added to the punch list for the contractor to address before a final payment is issued. Thank you.

I might have further insight into the root cause. Please note that I am no expert and this is just my observation.
When the pavement was stripped before the new pavement was laid, that spot had a bad damage that looked like it was caused by some car fluid penetrating into pavement. The damage was still there after stripping, i.e. it affected the under layer. Some parts of the street then were stripped of the under layer to repair deep cracks, but this area was not. The new pavement was applied over the damaged under layer. I suspect that this is why it started cracking so quickly and am afraid that it will deteriorate further.
I suspect that, to fix this permanently, the contractor will have to repair the under layer, or the top layer of pavement will crack again quickly.
