Deskripsyon
On the attached photos below you can see that the residents (my neighbors) have painted their own parking spot and placed bike rails where a car should be park. I am almost positive they do not have a permit. They have also painted the sidewalk as well as the street. They have also stolen a construction sign and graffiti-ed (not pictured below) on it to block off streets for block parties on most weekends. I would appreciate if someone checks up on this to see if they have a permit to take up this parking spot and to graffiti on sidewalk and street.

These on-street bike racks are called a "bike corral" and are an official installation by the City of Oakland, and they were installed by Public Works, not your neighbors. Replacing one car parking spot with space for 6-12 bikes to park is considered a good use of space, and by keeping the bike parking on the street this means less clutter on the sidewalk and fewer people biking on the sidewalk to reach a bike rack.
You can find more info about the city's bike corral program here: http://www2.oaklandnet.com/Government/o/PWA/o/EC/s/BicycleandPedestrianProgram/ISBPC/index.htm

Hello Robert,
I understand this is a program happening in the City of Oakland. Yet, I watched the residents install the rails themselves as well as paint the street. I have watch them do these "installations" themselves. Also, their address is not on the list of where there are bike corrals as well as not on the pending or applications received list.
