If you want the dead kitten properly disposed of, use paper towels to pick it up and put it in a clean plastic garbage bag. Then drop it off at the Oakland animal impound on 29th Ave., across from the Fruitvale Station shopping center. You can leave it outside the locked drop boxes if the facility isn't open or if you knock and no one answers. Otherwise it will typically be a VERY long time before anyone picks up.

Icy, you were advised that the kitten would likely not be picked up for a very long time, 3 months ago. You can still put it in a clean garbage bag and take it to the impound. That is what should have been done 3 months ago. Now you will probably need to use a shovel or some other tool. But the respectful thing to do about a dead animal is what I told you 3 months ago.
It was a comment, not an email. There are a lot of "city" jobs that the City of Oakland does not do, if you look around, and I posted 3 months ago that the city would likely not get to this within a reasonable time, and gave you alternatives. If you actually want something done, and the problem is something that you can resolve yourself, that is the best, fastest, most sure way of getting it done. Notice that the mayor was on the East Cost and then in Paris, while this city's problems are not solvable in either place. The City Council is likewise obsessed with getting their hands on city money - for example, Larry Reid's friends, who recently got $11 million in City funds that they do not have to pay back; they don't even have a track record as successful developers, and the funds will be long gone by the time anyone figures out that they have failed to perform - the City Council has solved few if any serious problems in recent memory. So don't expect the city to pick up a dead animal or do much of anything else that you can do yourself.
