Nightly, gentleman sits on front porch of home, very clearly drunk and beligerant. Has 2 dogs, without leashes, running up and down block, provoking other neighborhood dogs in late night to early morning hours (between 12am and 3 am). Woken up by the sound of yelling and commotion more than once a week by this. Has been heard to make threatening statements to neighbors regarding walking in front of his home. Very unsettling.
