Recently vacated this apartment (west side) on 8/31.
For nearly a year, the steps from the back deck (second mode of egress) were incomplete, the owner having stopped work for reputed financial reasons. The builder wished to return this past spring to complete the work, but the owner declined. Owner told me that builder was unable to return due to other work.
I'm certain there are other code violations at this house (electrical is shared, but no access to panel in basement save for an outside door under the aforementioned deck for the tenant. Ditto heating source.)
Landlord in east side of the house is largely unresponsive tennat issues.
