Retaining wall failure has resulted in sidewalk collapse making inaccessible to walking impaired or wheelchairs.

Don't even waste your time commenting on this. The DOT, the City of Raleigh & the complex owner are going in circles and passing responsibility for this repair like a hot potato. The fact that this is allowed to exist for over a year is a joke. It is going to take a child falling into this pit & breaking their leg or have their lung punctured by the exposed rebar in order for action to take place.

This is a NCDOT road. I think the City is working with property owner and NCDOT.
