There is an electrical pole with a wire hanging down from it. I think it is a guy wire but I can't be sure. It reaches all the way to the ground and could be dangerous for pedestrians even if it isn't electrified as it is sharp. If it is a guy line it is possible it is touching a live wire making it hot.
