Crew from The Plumbing Ministry (www.plumbingministry.com) has the entire southbound side of Washington Street before 3rd Street (parking/bike lane/travel lane) closed off, forcing traffic into the oncoming lane, but they have no flag people in each direction managing the traffic to ensure that there are no collisions.
