Traffic Engineering staff reviewed your request for a sidewalk along Holland Road between Justice Walk Lane and Nimmo Parkway Extended.

A review of the plans for the Nimmo Parkway Extension Project reveals that sidewalks will be installed along both sides of Holland Road between Nimmo Parkway and Litchfield Way (one block south of Nimmo Parkway) with the project. There is an existing sidewalk along the west side of Holland Road between Litchfield Way and First Settlers Avenue. Staff will evaluate the feasibility of extending the sidewalk south of First Settlers Avenue to close the gap between First Settlers Avenue and Justice Walk Lane as a traffic safety improvement (TSI) project (a distance of approximately 440 linear feet). This will require piping the ditch along the west side of Holland Road. If this project is recommended, it will be added to the TSI backlog list to compete for funding against similar projects. Given current funding, the average waiting timeframe for a project on the TSI list is six years.

The construction schedules for the following projects may be useful:

- Princess Anne Road Phase IV (from Dam Neck Road to Nimmo Parkway and intersection of Holland Road and Nimmo Parkway) – construction start date of October 4, 2010, and projected completion date of April 3, 2014.
- Nimmo Parkway Phase V (from Holland Road to General Booth Boulevard) – construction start date of January 3, 2012, and scheduled completion date of July 16, 2014.
- Holland Road Phase VI (from Dam Neck Road to Nimmo Parkway) – Virginia Department of Transportation’s (VDOT) schedule to advertise the project for construction is February 2014 with an estimated completion date of February 2017.

Is there an actual PLAN, other than something that could happen as far as six years down the road? To quote Ms. Hassen's note, "the average waiting timeframe for a project on the TSI list is six years."

This issue needs to be addressed now.

The plan is as outlined above. There are many competing needs throughout the City, and many projects have been waiting for several years. We cannot put this project ahead of others that are equally or more important and are also on the schedule.

There is a new development being planned for the Venner property at the corner of Princess Anne and Holland, with eleven units. The city is planning to land-lock those new homes as well?

I would like the traffic and engineering department to review this issue more carefully.
