Perhaps whomever "investigated/inspected" this hydrant should be referred for a vision check! the cap is still laying on the ground, clearly visible from 1/4 block away from the hydrant. The hydrant remains uncapped as of September 3, 2015 10:38 am.
This is yet another example of how the 311 "system" just angers residents who bother to report problems. Pretending a problem does not exist or has been fixed does not make it so.
SOMEONE PLEASE PUT THE CAP BACK ON THE FIRE HYDRANT SO IT WORKS PROPERLY WHEN WE HAVE A FIRE!!!!!
