278 dispatched to the address to investigate a 311 complaint regarding construction without permits. I arrived at the address and knocked on the front door, but nobody was home. At the time of the investigation, I noticed a new main water line installed. 1st notice was posted to obtain the required permit for new un-permitted plumbing work. Follow up scheduled.
