Description

Modify the intersection of Banner NE and 5th NE from a flashing red all-way stop to a controlled signal light. This has been a problem intersection for years. It is a large intersection and traffic has a great problem adhering to 4-way stop regulations. Making this a 3-color signal light in all directions would help this problem significantly and allow traffic to move much smoother and with less confusion.
