They cut the DPW staff in half many years ago, which is why these things become an issue. I would recommend getting some Round Up or Ground Clear at the hardware store and a pair of loppers and cut the vines at the base, and pull down what you can, and then spray the roots at the base, as well as the vines growing up.
I had a problem with a power pole and it took an entire year of cutting, and pulling and spraying, but this year, the problem vines did not return.
I know the people that live along the railroad tracks have a lot of trouble with overgrown brush that is on CP Rail's property, and CPR is not keeping up with it.
Sometimes, you need to do these jobs yourself, even though they are someone else's job.
It takes a village, it really does
