Description

Broadway gets the green light the entire time. Then when enough cars buildup, wasting gas on 28th the light turns to let 28th street traffic thru, then instantly changes back to green for Broadway once the light thinks the last car has left 28th street.

The streets department even look at these lights and their traffick patterns anymore? Doesnt seem that way.
