For whatever reason, the tenants aren't well informed, in regards to those who are placing things out without contacting 311 for a time and date, one where to place their bulk items; the tenants who abide by the rules shouldn't tolerate it and report it, one good fine and they'd get the message.; it's ugly and an eye sore that takes away from the neighborhood, " get involved people! Hold your neighbor accountable!
