Shame, shame, shame on Oakland for allowing this to continue. If there is a sit, lie law in Oakland, START ENFORCING IT.

They have been well versed on there rights. Also it is not cost effective to arrest them or give them a ticket even if they had the money they will not pay or do community service. Its the tax payer who are getting played. Anyway OAKLAND get them off the streets and out of our parks.
