Description
County Waste has been picking up garbage at 3 am (right now) for the past 4 weeks in this residential neighborhood. The trucks are loud as they crush trash and wake people up.
Is this really not breaking noise ordinance laws? It's 2:40 am. Nothing has been done and it's been going on for weeks sometimes multiple times per week.

You could try sending an email to mayor@albany.gov Her office has been responsive to complaints. And you could try your councilman.
Two in the moring is ridiculous

This does appear to violate City of Albany Code 255-24, Noise Ordinance. See http://ecode360.com/7683701
I have reported the same issue occurring on Madison Ave between 3 and 4 am.

I contacted the mayor's office and they replied on September 3 stating that there shouldn't be waste pickup at that hour and the following message, "We have issued a stop work order to County Waste for picking up waste in the middle of the night. We are finding that this is a city-wide issue and we will be stepping up our enforcement in the coming weeks and months. Please let us know if these middle-of-the-night pick-ups continue."
Since then they have continued, and I have notified the office, but unfortunately they are still picking up at 3 am at least once a week, normally about 2-3 times/week. It's absurd.

County Waste is owned by an conglomerate perhaps a multi national called Waste Connection. They bought Coutny Waste and as far as I can tell are more interested in overfilling the landfill that they manage for Colonie and were finded for inapproprite actions.
The Mayors office tries but they are viewed with distain by County Waste. Try finding a regional or route supevior or manager and barrage him with email facts. Also the send to the Mayors office, and maybe they will filgure out how to control it all.
You could also email Carlo Figliomeni the Chief Inspector for Building & Regulatory Compliance
at
cfigliomeni@albanyny.gov He may take notice when people other than me contact him.
My situation is not as early except that it invovled a commerical pickup 5 to 7 days a weeek including Sat and Sundays. Keep up the good fight.

Perhaps if you can identify the commerical business using County Waste, and if they want to be an invovled community member, just maybe (?) they can approach County Waste sincethey are paying for the trash service and the business could request/demand a more civilized approach. It might help.
