Spoke to our Engineers. The higher the line on the pole, the greater the power. Since this is on a lower line, it appears that it is a cable or phone line. As such, the danger level is greatly reduced. Mostly likely it is from a truck hitting it and knocking it loose or someone disconnected their service.
