Today (Sunday) the pedestrian signal for Center Street crossing Milvia Street was only providing a walk light after the pedestrian push button was pressed, and if the button was not pressed the walk signal was not provided during the green phase for Center Street. There is enough pedestrian activity here that I feel the pedestrian walk signal should be on permanent recall every day of the week, so that the walk signal is provided without needing to push the button.
