Honestly, when you have hundreds of tourists leaving westerly, (mind you westerly people should know never to take 78 in the summer at the specific hours) they are sick of waiting etc. Yes people should obey the law but I believe that the state should get the lights to turn more often, its summer time and that light specifically well both ends on 78 should be delt with immediately.
