Here is the response from George Calebaugh, the city traffic engineer:
The left turn arrows for NB/SB 11th Ave. are intentionally turned off from 6 – 8:30 AM. This was recently implemented as part of our signal retiming project for Civic Center Drive. The change improves flow along Civic Center Drive. The NB/SB left turners should still be making it through the intersection on one signal cycle, though they may be waiting a little longer than they were before we made the change.
